It is suggested that the Governor in Council should by Regulation define the hours within which an Inspector of Nuisances may enter a house under section 4 of The Order as to Cleanliness amendment Ordinance, No. 4 of 1883, so as to prevent such visits from being made at night;
I have the honour to inform Your Lordship that I laid this matter before the Executive Council, who concurred with me in thinking that the following rule would fully meet the requirements of the circumstances:
No Inspector of Nuisances shall, in execution of his duty, enter any private house or tenement before 8 a.m., or after sunset. This rule shall not apply to lodging houses and other semi-public establishments.
